How do you define “knowing” kanji? Is it the ability to recall every official reading promulgated by the Japanese government? Their general meanings in English? Writing them with proper stroke order?

I agree, it depends on what you mean by know. Cause I know a good 22-40 kanji for now. While i can memorize some, I pretty much know the concept they represent
