Osaka skyline from Mt Inari?

I hiked Mt Inari and at one of the observation areas noticed a bunch of structures off on the horizon. See the first pic and the hazy block-looking things in the center. Second pic is way zoomed out to get a better idea of the big picture.

Are those structures part of the Osaka skyline or something else?

(Sorry, not the most beautiful picture but I am super curious as to what I’m looking at.)
