Is my friend in trouble?

I recently met up with my friend, (52M, American) and he admitted he had not paid into the pension scheme at all since he arrived in Japan more than 20 years ago. He finally got his PR about 5-6 years ago and at the time, according to him, they didn’t check for pension payments. Nowadays, it’s standard before even thinking of applying. He got the PR and hasn’t been too concerned about it, but with the new laws concerning PR holders…is there something to worry about here? He is single with no dependents. He works exclusively part-time (has never held a FT position) and lives a very low-key lifestyle. I am pretty sure he has never paid the NHK fee either, but that doesn’t seem as serious as skipping the pension payments. Anyway, I’d like to hear from the finance wizards in this sub to see what is at stake for my friend. Thank you in advance.
