Is 32h/Week part time? what does that mean?

So I worked out some schedule changes with my mother in law as we want a better work life balance. After a drawn out argument, she says we can work 32h a week, but we’ll be part time not full time. Does that mean we won’t get health insurence? Less vacation days? I’m not quite sure what she meant.
