I just passed by 3 police bikes and a police van doing a traffic stop to a guy with a bicycle.
Besides the obvious overkill – this is the second time in two days I see something like this.
Why is this happening?
Are they enforcing any new rule I am not aware of?

Thank you all for the answers – likely a mix of all the reasons you provided TBH.
If I see another stop, I’ll ask why the copper is doing it, and get my zaryu card immediately checked for being a nosy gaijin :-p
