PR application requires Juminzei Kazei Shomeisho and Nozei Shomeisho for my first year in Japan

Posting this as I’m in a bit of a conundrum. I arrived in Japan after the end of tax season last year (e.g. in April). I am on a HSP visa.

I’m now preparing my documents for applying for PR and immigration lawyer requested the following documents:

* Inhabitant tax certificates (Juminzei Kazei Shomeisho and Nozei Shomeisho) (住民税課税証明書 and 住民税納税証明書) for the latest year which is issued by city office in Japan.
**Nozei Shomeisho must show the completion of the payment of inhabitant tax.**

That’s the part I don’t understand. I have not paid any resident tax yet since I was not living in Japan on the first day of last year.

The withholding tax is automatically held from my salary and I have a withholding tax certificate from Freee (which my company uses for tax) that proves it.

However, the resident/inhabitant tax was never paid yet.

Does anyone who applied for PR in year 1 of their residency have any advice to share? My lawyer said we can just apply with an explanation of why the certificate is missing, but that seems very odd to me.
