Some spousal visa questions I have regarding the income rules

So I am reading about spousal visas and if I understand correctly, the spouse is listed as a “dependent” and has an income limit, wherein the foreign spouse essentially cannot make more money than the domestic Japanese spouse.

The thing is, since most Japanese women work part time and/or are housewives, doesn’t this essentially preclude foreign men from using the spousal visa? A Japanese husband will naturally be making more than his foreign wife I’d assume, but a Japanese woman is probably not making more money than a foreign husband.

As such, to realistically live in Japan, a male foreign spouse would realistically also need to get a separate work visa?

Edit: I think I confused having to pay some kind of social security tax with not being allowed to work. Thanks for getting me to take another look at it!
