I remember reading once that Japan has a shrine where the souls of foreign World War II dead are enshrined (not Yasukuni, but a different, nearby shrine). Am I remembering correctly and if so, what is the name of the shrine where the souls of foreign WWII dead are enshrined?

It’s probably fine but trust your nose and gut and Ask yourself if the piece of fish is worth the food poisoning possibly
Give it a rinse, then check after drying. Being packaged in its own juices and plastic can do that if it’s not daily fresh. If it still has any sort of smell I’d trash it.

Fish looks like it has couple of issues:
* the fish didn’t die quickly, the outer banding looks like thermal damage
* the fish for above reason also wasn’t drained of its blood quickly
* lactic acid buildup can result
all of these factors lead to fast spoilage. Wet dog smell is pretty indicative of bacterial growth
If it smells like wet dog, it’ll taste like wet dog.
Take it back to the store bc this ain’t normal
