Company taking advantage of flextime rules

So, I’m unsure about all the nuance about the flextime working rules but the company I work for has definitely been taking advantage of it. Our contract states core hours and that it’s under the discretionary labor system. But this company doesn’t want to pay public holidays and so, whenever there is one (or more) us employees are required to make up that day throughout the month. So the daily working time required per month varies so wildly it’s hard to keep track of. They’ve also tried claiming that a paid day off is only 8 hours in every month, regardless of average hours per day required. It’s a tech company, btw.

Is this legit how this system is supposed to work or is this company just taking advantage?
