Passbook has the same pin as the card, so yes, you can withdraw at japan post bank ATM (only there, since other ATMs don’t accept passbooks) the same way you’d withdraw using a cash card – insert passbook open on the last filled out page into the left side slot when asked to.
You should probably inform post office you lost the card and have a new one reissued. You could also try applying for their debit card which also doubles as a cash card.
