I’m a Japanese citizen who registered as a resident while visiting because the lady at Shiyakusho advised me to do so if I wanted to convert my expiring U.S. license into a Japanese one and also renew my Japanese passport while I’m here. I received a bill to pay nenkin and was wondering what the penalties are for not paying it. I have no intention of ever working in Japan and won’t take kokumin nenkin from Japan when I get older.
