Who do I contact for information about social services and elder care in Japan?

My friend from high school, a Japanese exchange student. (I’ll call her Mei.) I need to help her. She’s caring for her sick mother, alone (something wrong in her brain, Mei struggles to explain in English).
Anyway, she has no money and has to leave her mother alone when she goes to work. Mei’s father (divorced her mother long ago) and her brother are both mean. Mei is so terrified of them she’s moved and changed her name more than once. No other family.
I’m disgusted by all of the “prayers” and “God loves you” from the “Christians” we went to school with who will do NOTHING. All of those prayers don’t help Mei buy food.
I want to help. I know Japanese culture is very different. They do not help outside their family – this is what I read and what Mei tells me.
Now Mei’s mother has an infection in her brain. The hospital keeps sending them home. She’s too timid to argue with doctors.
Who do I contact? The Japanese embassy? The American embassy in Japan? I just want to help. I can’t go. I can’t bring them to the US.
Any suggestions or anyone know how this works in Japan? Getting public assistance for her and her mother?
