230 volt power in Tokyo homes

Hi, I heard that some homes in Tokyo have 230 V power supplies in addition to the normal 100 V power. How does how does someone get that? Is it the case that the normal power transmission in Tokyo is 200 V plus and it gets transformed down to 100 V at every residential building? Are the sockets different to prevent accidents?

I’m interested just because it takes too long to boil the kettle on 100V!
