How important are pre vs post 1981 building codes for earthquake safety? (旧耐震に対して新耐震)

As you may be well aware, “the big one” is probably going to one day strike Tokyo (“According to official estimates, there is a 70% chance that an earthquake of magnitude 7.3 or greater will strike the Tokyo region in the next 25 to 30 years”). How much of a safety risk is it actually to live in a pre-1981 building compared to a building constructed with revised standards? Specifically for living within the Jiyugaoka, Denenchofu, Toritsudaigaku, area etc.
