Best tattoo friendly onsen south-east of Tokio? (Chiba, Ibaraki)

Hi there, I want to spend a week relaxing somewhere nice but not to far away from Narita. Can anyone recommend tattoo friendly onsen or natural hot springs in Chiba or Ibaraki?
