Saving for education expenses when you’re not sure where your kid will go to university

I think this is more of an education question than a finance one, so I hope this is the right sub.

I’m planning on saving with JP Insurance はじめのかんぽ for when kiddo eventually goes to university. I’m just wondering: how do you decide whether to save for a private university in Japan, public uni in Japan, or university/college abroad? The yen sucks so much right now that I can’t image saving for college in the UK or US at the moment. 🥲
