National pension and health payment came after I started working and enrolled in Shakai Hoken?

Hello everyone, it’s been about a month since I came to Japan. I arrived on February 15 and did all the procedures at the city hall, then started working on February 21.

I was told Shakai Hoken starts at the first day of work and it has already been deducted from my February’s salary (from Feb 21 to 29), but today I received on mail one payment bill for Kokumin Hoken referring to February and two payment bills for Kokumin Nenkin of 16,5k yen each for February and March.

Are these referring to the days between my arrival and the day I started working?

Do I need to pay for these bills even though Shakai Hoken has already been deducted from my first salary?

Is there anything that I need to do at the city hall like notifying them that I started working and I am not at Kokumin Nenkin and Hoken anymore and entered Shakai Hoken?
