when to use が or は

in the context of what im learning now, I learnt that ‘do you have’ or ‘i dont have’ is ‘thingがありますか?’ and ‘thingがありません’. But recently came across a word (cant remember what) that made it so I had to use は instead of が.
What is the rule here?
