Can permanent residents still get a Pasmo/Suica card?

Hey there. I’ve been in Japan for almost 2 weeks and I’m here on an Instructor’s Visa. I was wondering if I can get a Pasmo/Suica card, since I heard that due to a global chip shortage their sales have been indefinitely suspended. So far I’ve been getting by with a card I borrowed but I would like to get my own train card eventually.

Does this ban solely concern tourists coming over on a temporary tourist Visa? Or is it that all sales have been suspended for everyone including Japanese people? If that’s true it kinda sucks for all new residents to not be able to get a card which is essentially used by everyone. I would appreciate any clarification. Thanks everyone : )
