Loop line question: Auxiliary seats

tl;dr are the fold-out seats on loop line trains locked during certain hours?

I was on the loop line a few days ago at around 1 in the afternoon. I was near the front of the line and managed to reach the auxiliary seats and sat down. Later, an older woman got on and stood near me. When she reached her station, she tapped me on the shoulder and pointed to the little plate near the seats which said that the auxiliary seats should not be used during congested hours. I brushed it all off and went about my day.

Was I wrong to use the auxiliary seats in this case? Isn’t the loop line always congested, meaning those seats should never be used? On the Kobe/Kyoto line, I’m pretty sure the auxiliary seats are locked in the morning. Isn’t it the same on the loop line? I’d imagine if the seats were meant to go unused, they’d be locked in the first place.
