Tax Free Shopping in Osaka

I’ve read around and I have been to Japan before (but before the pandemic) but can’t seem to find official documents for my main query.

So, I was thinking of buying electronics (camera and laptop) in Japan while visiting. My main question is:
1. Can I use them in Japan right after I buy them tax-free?
*I’ve read that general rule is anything bought tax free must be opened/used outside Japan. I’ve read in some posts that they can be used as long as I bring them with me as I depart Japan but I can’t seem to find an “official” guidance on it aside from reddit posts and some blogs. Sooooo, can’t really tell which ones to believe. 🙁

Some questions for those who went recently, just in case things have changed recently:
2. How does the tax free shopping process go now? I’ve read no more receipts on the passports but there’s some scanning and checking of items in the airport. If you can share your experience, I will greatly appreciate it. 🙂

Any advice on good shops for camera and laptops (even toys and other stuff) in Osaka is also most welcome!
