Railroad crossing barriers closing well in advance of train arrival

In the last few weeks, I’ve measured the time between the barriers fully closing and the train passing (at a level crossing in Omori, Tokyo, on the Keihin-Tohoku line). The average is around 30 seconds. Yesterday, I even observed a 34-second gap. Doesn’t it seem overly cautious? While I get the need for a 10-12 second safety buffer, waiting over 30 seconds feels excessive. Am I being too impatient?
