JAL Luggage Confusion

I’ll be traveling to Japan soon and was going to bring a 20L backpack and a small carry on. My partner will be bringing the same (we have the same backpack and carry on)

I checked JAL’s website and it’s confusing when they’re explaining the baggage allowance. It says each passenger gets to bring one bag containing personal items and one additional bag that’s within 22 lbs and within 22 in x 16 in x 10 in.

We plan on buying an additional suitcase in Japan to bring back souvenirs. On JAL’s website, there’s a separate page that talks about checked bags and each passenger gets two free checked bags if it’s within 50 lbs and under 203cm total dimensions. On that same page, it mentions paying $200 USD for each additional checked bag. Am I missing anything or misunderstood?

Is my partner and I allowed to bring two backpacks and two carry on suitcases onto the plane? And then a bigger checked bag?
