We took a train to the airport or a convenient station and left it in the lockers to be picked up later before the flight. Be sure to take a photo of the location so you don’t get lost.
Why don’t you get the luggage delivery service to send your luggage straight to the airport. That way you can wander unencumbered for a few hours and then head to airport, pick up your bags and check in.
You can have your baggage kept at the airport ([KIX baggage storage](https://www.kansai-airport.or.jp/en/service/delivery/01.html)).
After that, you can kill time at Terminal One Building (airport itself), AeroPlaza (near the station), or even Rinku Premium Outlet (Shopping mall on the land) if possible.
