Me and my friend have done a lot of tax free shopping, with the consumable items being sealed in bags. My understanding is that consumable items are to not be opened, consumed and must stay in the sealed bags until we leave Japan. That being said, we aslo got washlets(220v ones) and would be much easier if we can open the box and put them in our luggages. Would that be a problem? Also, what is the process with tax-free purchases in checked-in luggage? Where do we need to go for customs to check our tax-free purchases before we check-in our luggages? We will be flying out of Narita.
