Bosozoku question – why?

I understand how hard it is for the authorities/police to deal with large bike gangs riding together as a large gang. So you see the police trailing them until they disperse.

In my area, we get a lot of them but at night in small gangs of 3-6 bikes. Massive noise and nuisance as they drive through a highly residential area.

In these cases, why don’t the police simply pull the mini gang over, pound the bikes for a few days and detain/inconvenience the riders on public nuisance / noise pollution charges?

I know that takes resource but if they did it routinely wouldn’t it start to act as an effective deterrent? Wouldn’t the kids eventually get the message and find it’s not worth the hassle?

In short, what’s the reason no effective deterrent has been found or applied?
