Sometimes it is less insulting to stick to a zero refugee policy that is historically applied, rather than to announce such a ridiculous number that is in total bad faith.
Why should Japan accept refugees from the other side of the world in the first place? The West has a history of historical and political involvement with those countries. Japan has absolutely nothing to do with them.

Japan also had 1.73 million [foreign workers](https://www.statista.com/statistics/961717/japan-number-foreign-workers/) in 2021 which is almost double compared to a decade ago. If the low birthrates continue then 4 million are needed by 2040.
