Delinquent residence tax – can I get a visa to Japan?

I failed to make my residence tax payments in Japan on time…

If I reapply for a work visa later on – can I get a visa let\`s say 2 years later – once it has passed?

Because I know for PR application you need 2 years of uninterrupted tax payment. In my case, I don\`t need PR – just a working visa. But without living in Japan, I can not prove 2 years of payments – as I am not living there.

So my question is – if I have this bad history – can I get a work visa to Japan? If yes, how? Is it even assessed for visa? Or only last 2 years, or last 5 years?

Any advice is welcome.
