Pasmo card paid 700 yen but no balance? What did I do wrong?

I bought a pasmo card for 500, and then 200 for something that said 24 hour/1 day usage? When I went to use the metro it said insufficient funds, and I had to go back and add more yen. What was the 200 yen for initially?
