Is a face to face appointment needed even when mailing a DS-82 form in Japan?

I’m wondering if I fill out the DS-82 form (either online or printed) and mail it in, do I still need to make an appointment to physically show up at the US embassy in Tokyo?

Or do I just fill out the DS-82 form, mail it and wait for the new passport to show up at my house?
