want to work in Japan but suck at Japanese despite living here, Where should I go to University

Ive been living in Japan for a good while now and have recently finished High school that is taught in english, meaning that my Japanese is also barely conversational despite residing within Tokyo.

My end goal is to work in Japan as the majority of my family lives here, but the question here is that I want to start attending university next year, and chances are that I won’t be able to get to a academic level by next year, thus limiting me to english universities while I practice my japanese on the side.

If my goal was to work in Japan, would it be better to attend an english program university in Japan or study abroad in the University of Melbourne (which I got an offer for).

which degree would be better recognised by Japanese companies, because I have been told that English taught programs in Japanese universities are not as sought after and that studying abroad makes it hard to be part of the job hunting process.
