Because こんにちは is short for この日は, and この日 is not こっ日 😁
It’s just how the language is I guess. It’s like asking why translator has an “o” instead of an “e”
There are various theories, but it is said that “こんにちは” was originally an abbreviation of the second half of “今日(こんにち)は、ごきげんいかかですか(How are you today?)“
The kanji for “今日” is generally read as “きょう(Kyo)“, but in older parlance it is sometimes called ”こんにち”(今=Kon+日=Nichi).
