Previously i paid 7000 a month income tax plus residence tax of ~12500
Changed jobs in july. Got my first payslip. Income tax was 63,000 and no residence tax paid. Filled in forms asking new job to continue handling residence tax.
Huh? Someone able to explain. Am i being mucked about?

First, we don’t know any other details. What industry. What kind of contract? How much did you make before vs now, etc.

You might have better luck in /r/japanfinance.
Depending on your situation, that could be a reasonable jump in income tax. If the resident tax paperwork didn’t take or they won’t manage that until next year then maybe you’ll get lump sum invoices from the tax office.
My Japanese wife recently changed jobs.
Her last paycheck had all of the remaining residential tax for the year taken from it. I think this is probably a standard thing. I know this because we both send a percentage of our post tax income to our family account and she warned me it would be lower this month because of this.
Check your final pay slip from your previous job. They may have taken out more for residential taxes than normal, to cover them until next year.
If that is the case, you should be fine, because your remaining residential taxes for the current year were paid in full already. Your new job should start taking them out from next year.
I can only guess that the local ward/city office mandates this when you leave a job because they cannot be certain that you have a new job to go to until filing the following year.
