HeyJapan is at least partially free, but afaik it’s not completely free. However, I highly recommend it and you can get it at a discount price for the first couple of days which is 70% off. It’s a lot better than other apps I’ve tried. Wouldn’t recommend DeoLingo, it has awful voices and obvious stereotype racism.
Depends on what type of apps you mean
The only app I use so far is AnkiDroid
Ankidroid (Anki flashcards) and Akebi (dictionary) are absolutely essential to me.
Kanji Study and Ringotan have been very useful for learning kanji.
