Anyone done a bit or DIY in Japan? Some advice for Tsuchi Kabe (Mud plaster ) walls.

Long story short, my Japanese wife’s house has an old shop front attached to the house, which used to have tenants for more than 50 years who just moved out. We now have access to the two stories, but the place hasn’t had maintainable or repairs for well, more than 50 years.
The old mud plaster walls are scarred and damaged, and look horrible. What’s the easiest way to deal with them? Cover with a new layer of plaster (even using more mud plaster) or just cover it with plywood and paint?

Anyone had a similar situation or advice?
