Due to its occupation by the US and subsequent history English is one of the official languages of the Philippines and roughly 2/3 of the population are fluent in English.
As of the 2019/2020 year there were 138 Filipino participants in the JET Program (136 ALTs, 2 CIRs, 0 SEAs) out of a total of 5,761 participants.

That’s an oxymoron: JET doesn’t recruit ALTs from countries where the official language isn’t English.
