Edit: My budget is tight and I can’t feasibly pay for a listed 8 hour rate for a short 15 minute appointment while possibly also having to attend a follow-up at the same 8 hour rate.

It would help if you tell us what language you need
Does your ward have a multicultural center? Mine (Suginami-Ku) does and they offer translation services.
Worst case scenario, use th translator app
It might just be easier/cheaper to go to a clinic with an English speaking doctor. There are hundreds.
