“revive a hollowed-out” is a bit far from accurate. They have a semiconductor industrial park that is in a constant development, lots a new factories there and most basic gas and chemical suppliers are already there, no wonder TSMC chose this city.
They could probably unhollow a lot of their small towns if they opened their borders up to foreigners looking to become residents.
The article fails to mention that there already is a significant amount of semiconductor infrastructure in Kikuyo: Tokyo Electron and SONY both have large factories there (right next to each other), and each of them employs several thousand people.
Awesome news!
