I’m a jhs student planning my college course

Hello everyone, I’m a female from Philippines and I’m planning to study civil engineering in Japan. I’m still a jhs student and I really need to plan my future course in Japan which is civil engineering, i want to become a civil engineer in Japan too if it’s possible. I want some requirements and opinions from everyone to finalize my future course I mean I still could exactly study here in my country but I prefer studying and working in Japan instead, I have few questions to ask as well..
First, is it possible for me to study civil engineering in Japan? As a female and a foreigner?
Secondly, are there any advantages of learning there even if I’m gonna go back to my country afterwards if I they don’t accept me to work there?
Third of all, should I learn Japanese so I could speak fluently? If yes then, should I start now? When should I start?
And lastly, will it be difficult for me to study there? Are there any chances that i may not be able to graduate there?
I’ve been struggling to finalize my future course and job.. I need some tips too if ever that you’re a foreign civil engineer in Japan already, tell me your experience if ever you studied there already..
