Why are alcohol wipes so hard to come by?

Hi everyone,

Just extremely curious. I’m from the US and I’ve lived in Tokyo for two years—I have a condition that requires me to self-inject medication once a month and when I go to the hospital for my prescription, they always make a huge deal out of making sure I have alcohol wipes. Like, with a prescription for three shots they’ll make me wait an hour while they gather EXACTLY three alcohol wipes for me to use the next three months.

I know they can’t be purchased in a store, and I’ve already gone through the stages of acceptance about not being able to buy pharmacy basics here like hydrogen peroxide, but does anyone know why it’s such a big deal? And don’t they realize I can just spray some of the the rubbing alcohol cleaning spray available at any store on a napkin and make my own?
