Public Breastfeeding in Tokyo

I’m in the urgent need of the opinion of some long-time Tokyo-ers, familiar with the native customs.

So here is the thing:
My gf and me are currently visiting Tokyo and couldn’t help but notice the large amount of nursing rooms available in this city. We discussed this extensively and could not come a conclusion.
Are there so many of them because the Japanese society is aware of mothers and the struggle of breastfeeding and is therefore providing them safe-spaces?
Or is public breastfeeding shamed upon and the rooms are provided to hide it?

Would love a point of view on this. Thanks.
