Is it true that all Japanese studying in the U.S. have governmental supports to get a job in the U.S.

I heard from a Japanese Ph.D. student that they, Japanese studying in the U.S., do not have to worry about being unemployed after graduation because the government or some kind of institution will support them to get a job (at think tank or agencies) in the U.S..
Is this true? What is this institution then?
