Clarification on counter before vs after を or が

I’m currently reviewing Japanese. Used to have a very good handle 10+ years ago, but haven’t studied until about half a year ago.

My question is regarding the counter being placed before vs after を

For example:
僕は犬が三匹いる

Vs

僕は犬三匹がいる

This sounds weird to me (the latter, having the counter before が). I made up this example so maybe the second one is wrong.

I’m using Duolingo for review -as a review tool I’m finding it great for the price, however, one of their Reddit moderators is a peculiar person *mini rant below*, but I also know it doesn’t always use very natural sentences) and it shows examples like this:

パンとバター二百グラムを買いました

Vs

パンとバターを三つ買いました

Is it simply that the first one says “I bought bread and 200 grams of butter” and the second one says “I bought 3 units of butter and 3 units of bread”? Or is the second one saying “I bought 3 units of bread and butter.” Therefore keeping it ambiguous as to how many of each?

*mini rant* The Duolingo moderator banned me after posting a very positive post about how I love Duolingo as a review tool but now use Babbel as a learning tool and alternate between the two for learning (Babbel) and then reviewing (Duolingo). I started learning French and [personally] didn’t find Duolingo as helpful to learn a language I hadn’t already learned in the past, but I kept using it as a review for Japanese still loving it and eventually for French as well since as a review tool it was amazing imo. He responded insulting me (the moderator himself! It had the “MOD” next to his name and everything!) about me thinking I’m better than everyone because I’m putting down app learning over in person learning (which I made no mention of at all) and that I was dumb for thinking this way. All while my original post was getting a lot of upvotes and people agreeing. Then he deleted his response, and about a minute later I got a 30 day temporary ban from the subreddit. I’ve never been banned or temporarily banned or even had any sort of action taken against me in any subreddit, so I was shocked all over nothing.
