Begging (?) at the train platform

Today, I was buying a drink from the vending machines at Jimbocho station, right by the Starbucks, and a middle-aged man approached me. I was a bit suspicious of him, so I sorta said sumimasen and was trying to leave the situation. Then, he starts asking me for money (in Japanese) and shows me a paper which said “Can you give me some change to eat?” (written in English). So, I handed him a Â¥1000. He left and didn’t bother me after that.

While I don’t mind the money that I gave to him, I can’t help but wonder if he was being genuine or was running some kind of scam?

This was beyond the ticket gates, meaning he likely had to pay to enter. He was also dressed well, in a denim jacket and jeans.
