I did an open fire roast pit at a work colleagues house b y digging a hole about a meter deep for about 50 people in Ibaraki ken within a city area where there were neighbours but located maybe 50m from each other so I doubt any permits are necessary if you are in an inaka area. Just don’t cause a forest fire and you are good
No one will notice a 60cm deep hole. Just dig it.
I don’t think Japan has an 811 equivalent, but you might try your local electric/gas and water providers to make sure you aren’t digging in a bad place. I’m sure they would come out for free to help you.
It depends on the prefecture. For example everybody in Chiba has bbqs and fire pits but Tochigi is a big no no. Also firing things like that doesn’t work for a lot of pottery. Check activity Japan for pottery making to get a feel of it in Japan. Getting a kiln here for something bigger than a tea cup is super expensive too
If it’s your own land, just do it. I have done something similar before.
Firing clay on private property? Done that before. Neighbours will notice smoke before they notice holes. Pro tip: dakota fire hole with a leafblower will get it burning relatively smokeless. I also get less char on my clay that way.
