If you’re looking for no milk ingredient soft serve (assuming ice cream), you’re gonna be in a tight spot. Most “tofu/soy milk” softcream still contain milk. The best and easiest I’ve found is at Ikea (Shibuya/Harajuku)

I haven’t tried it yet but BaBa Banh mi (Kichijoji, I believe there is also a Shimokitazawa location) sells a tofu flavored ice cream, not soft serve though. The IKEA soft serve someone else mentioned does not come in tofu flavor.
There’s this tofu restaurant in Shibuya named 空野. I had tofu ice cream in there once.
It wasn’t bad but I didn’t enjoy it that much either.
I think Kawagoe has a ton of those tofu soft serve shops. That’s probably what you’re looking for.
