Trying to transfer my rent with Japan post bank for the first time, ¥3000 Foreign Exchange Act fee?

I was just very happy that I managed to navigate the online interface for the Japan Post bank app, just as I was about to send my rent, I see that I need to pay a 3000 yen fee, but I don’t understand why. This is the text on the screen:

>お申し込みの送金は、外為法上の非居住者に関連する送金に該当するため、国際送金として取り扱います。そのため、1回の送金につき3,000円の料金がかかります。

Please note that a payment fee of ¥3,000 will be charged, as confirmation in line with Foreign Exchange Law is required for your payment.

Does anyone have any experience with this? I thought there would be a 150 yen fee because I’m transferring from JP Postbank to another bank, but definitly not a 3000 yen fee…

EDIT: Thanks for the assistance everyone, I was able to pay using cash at the ATM inside an SMBC bank!
