Where to live in Kobe?

My family and I are moving to Kobe end of month. We’re looking on suggestions on where to live!

– Partner works near Okurayama park (would like less than half hour commute to work) –> we don’t plan on driving
– I hope to put our son (1.5 year old) in daycare as I’d like to enroll in language school and we will have a newborn next year
– Our Japanese level is close to none so some sort of expat community may be important?
– community/family centric as well as convenient for a growing family would be ideal
