14 years old struggling with spelling/reading

Hi, I’m tutoring a student who is in the 2nd year of junior high school. She has fallen far behind in class so I’m teaching her 1st year material. The problem is that even though she seems motivated, and is not really shy when it comes to speaking English, she is struggling hard with spelling. The first time we did a spelling test, she would not even try to sound anything out, but write random letters so I told her to sound out words which improved her spelling a tiny bit. However, she would still confuse “d” with “b”, and told me she forgot what sound “v” or “f” would make. She’s confusing romaji reading with English spelling as well. (interesting would be spelt interesuteing, grandfather would be spelt gurandfauzer) We are using a Japanese grammar textbook with exercise questions now, but I’m wondering if continuing with this textbook is the right way to go, or whether we should work on phonics now. Please advise me on any teaching method / resources. Thanks in advance!
