I’m wondering why Japanese people are always repeating the same “meaningless” grammatical phrases?

Like …というふうに思うんですけれとも… I know it’s grammatically correct and, but don’t they think it’s too lengthy and inefficient?
In addition, as far as I’ve learned, this expression should mean that the following sentence has a somehow transition relation to the preceding one, but many times I found it not. So just a little curious.
